Google Ad Manager (GAM) does not allow banners to be placed within e-mail campaigns. Companies like LiveIntent requires that publishers meet substantial monthly e-mail impression requirements to apply to their service.

With ONEmail + ADS, placing banner campaigns is as simple as placing a snippet of HTML code in the appropriate place in your campaign. For templated e-newsletters, banner placeholders are swapped with real campaigns. Impressions and clicks will be seamlessly reported along with your other banner campaigns.
